Nav Brand Platform

A shared foundation for what the Nav brand means, for the Norwegian Labour and Welfare Administration.

Background
Nav’s visual identity was established in 2006 and had been left largely untouched since, never adjusted against a strategic foundation. Over the next fifteen years changes were structural rather than strategic: nav.no was redesigned in 2010 and again in 2014, a design system was introduced in 2017, the signage programme was revised in 2018, and in 2020 a digital portal was set up to distribute profile elements across the organisation. Each solved a real problem, but none answered what the brand was supposed to mean.

By 2022 the effect of that gap was easy to document:

  • no brand strategy, and no brand platform beneath it
  • an incomplete and outdated visual profile
  • guidelines that no longer matched the surfaces actually in use
  • new components produced ad hoc, without anchoring, to cover ongoing needs
  • no measurement of what was being produced, by whom, or at what cost
